Yes. Motherboard is licensed under the GNU GPL v3.0. You can run it, study it, and share modifications under that license. You still pay for your own server, electricity, and the occasional replacement thermal paste.
Motherboard is the successor to LibreWO, which is no longer maintained. Motherboard builds upon that project but with massive improvements in security, usability, and extensibility.
No - Motherboard is designed to self-host on a standard LAMP stack. Whether that's a machine in the back room or a cheap VPS or shared hosting account at your favorite provider is totally up to you.
You can make it work, with some implications and additional configuration, but Apache or a web server that's fully compatible with Apache is the recommended way to run Motherboard.
